Human capacity development is key to the development of any country in the world. To achieve development, the appropriate manpower that will impact positively on society is imperative. What is the standard of education? There are yet to be positive changes in primary, secondary and tertiary education. This is because maximum efficiency and productivity in the system are elusive. The hunger and poverty in the land have impaired skill acquisition at all levels of education to the extent that it has negatively affected the decision of the leaders at the center and states of the federation. The wrong decision by the leadership at a particular point in time resulted in the kidnap incident at Chibk, Borno state. The effects of the kidnap is alive till this moment. Such leadership has been tested and discovered to be faulty. Indeed.
