Learning from Gen. Manuel Noriega

Panama came into being in 9103 as a breakaway province of Colombia. General Manuel Noriega became the country's leader after Brigadier Omar Torrijos was taken out in controversial circumstances that were trailed by conspiracy theories. Leadership at that point in Panama's history revolved around subversion of the opposition, blackmail and intimidation of the electorate and rigging of elections. However, most countries of the world have since realized, understood and keyed into technical skills and competences as credible and reliable methods to build and sustain leadership and other positions at different levels of government. Noreiga's time, Panama was a vast criminal empire where lawlessness, crime, all forms of criminality and evil reigned supreme. Several countries having the desire to prosper economically and politically have since embraced methods hinged on strategic leadership and leadership excellence to handle problematic situations that have threatened their stability and peaceful existence. Note-The localized network of evil and diabolism has brought along the internalization of the acts of inhabitants of the Biblical Sodom and Gomorah, in addition to the dismal performances of pupils and students in examinations. Of course, parents, guardians, teachers and the government are to blame for this worrisome development.

Enacting Laws to Preserve Evil

Peaceful change and superior honesty of the advantages of democracy. In dictatorships, the ruling party takes the position of the state, and ensures that the profession of a particular set of political opinions becomes the first qualification for those in the Civil and Public Service, rather than competence and honesty. Indeed, lawlessness, crime, all forms of criminality and evil are sign posts of daily life across the country.

Democracy in the Claws of Dictatorship

When the Government is desperate and resolute to cling to power, in the face of the unfavorable outcome of elections, election and the existence of political parties opposing the government do not constitute evidences of democracy. Indeed, a number of countries have the forms of democracy, but the reality of dictatorship. Without doubt there is a vital difference between democracy and dictatorship, however, it varies from one country to another. Notably, the Civil Service must be efficient and must render equally, good service without strings of partisanship, for the people to be reassured that they government they elected will carry out their wishes and at the same time fulfill promises made. Also rules and regulations exist to protect Civil Servants from the least suspicion of political bias;they are not allowed to present themselves for elective positions or partake in political activities. But unfortunately, this is not the case at all levels of government.

Obviously, one of the necessities of for good government include a non-party permanent Civil Service, comprised of people chosen for ability and not other considerations. Interestingly, visionary and focused leaders always meditate on Gaius Julius Caesar. Caesar became a dictator in 49 B.C and same was conferred on him for life. Those close to him played important roles. However, in March 15, 44 B.C he was assassinated by those close to him, notably Marcus and Decimus Brutus and C. Cassius.
