John Kenneth Galbraith, a popular American economist, put forward the theory that condign power wins submission by the ability to impose an alternative to the preferences of the individual or group that is sufficiently unpleasant or painful so that these preferences are abandoned.

The preference for condign power rather than compensatory power is now the issue; for those who are saddled with the responsibility of protecting lives and property -a reasonable number of them are now instruments of social destruction.

This assertion was made by the convener of the Federal Workers Forum, Comrade Andrew Emelieze.
